Picturesque Cumberland County is the State’s most populous county having a population of 305,000. Its largest city is Portland and the county geographically extends from Casco Bay to the Lakes Region. Cumberland County is represented by five elected county commissioners and the county manager runs the daily operations.
JOB PURPOSE: The Tobacco Prevention Team Lead is an integral member of Cumberland District Maine Prevention Network (MPN), a State grant funded program of the County’s Public Health Department. This position will provide leadership across the county and implement strategies to prevent negative health outcomes associated with commercial tobacco use and exposure among, youth, young adults, and adults. This position leads the Cumberland District Tobacco Use Prevention Team and actively collaborates with the other MPN funded staff working to prevent substance use and promote healthy eating, active living to create a strong prevention infrastructure within Cumberland District. This position actively partners with community-based organizations to design and support strategies that address the health needs of specific populations who typically go underserved by prevention work.
Guided by the Strategic Prevention Framework, this position assesses local commercial tobacco use prevention, intervention, and treatment needs and opportunities; provides leadership and technical assistance to build the capacity of local stakeholders and systems in planning and implementing prevention and treatment initiatives; and supports the integration and implementation of tailored strategies that impact community environments.
QUALIFICATIONS:
- A minimum of a Bachelor’s degree in health education, social services, political science, health education, public policy, or any equivalent combination of experience, education, and training to meet selection criteria.
- At least 3 years of experience in health promotion, public health, tobacco or substance use prevention.
- Working knowledge of community resources and services in Cumberland County.
- Dependability, courtesy, good judgment and a high ethical standard.
- Ability to establish and maintain effective working relationships with a diverse group of community representatives including community members, schools, business owners, state and local government workers, social services, and community-based organizations.
- Demonstrated ability to work with diverse populations.
- Knowledge and skills in primary and secondary prevention strategies in public health practice.
- Excellent ability to communicate to individuals and groups both verbally and in writing.
- Experience developing health related outreach materials, including brochures, fact sheets, presentations and other educational items for public dissemination.
MAJOR RESPONSIBILITIES:
- Educate community members, stakeholders, policymakers, and local level leaders on the prevalence of tobacco use and best-practice strategies to prevent initiation, eliminate secondhand smoke exposure, promote quitting among youth and adults, and eliminate tobacco-related disparities.
- Assist local stakeholders and community groups with strategic planning around tobacco use and provide guidance on implementation of prevention strategies.
- Provide leadership to other MPN funded prevention staff on best practices in tobacco prevention. This includes holding staff accountable for meeting grant expectations and contract deliverables.
- Serve as primary point of contact for Commercial Tobacco Prevention, Intervention and Treatment project with MeCDC and contracted evaluation partners.
- Implement evidence-based or evidence-informed programs and strategies at the local level to prevent tobacco use initiation, eliminate secondhand smoke exposure, promote quitting among youth and adults, and eliminate tobacco-related disparities.
- Collaborate with the MPN funded substance use prevention and healthy eating, active living teams to better meet the health needs of the communities in Cumberland County.
- Encourage collaboration among communities to support tobacco prevention efforts and actively work to help maintain these community partnerships.
- Identify tobacco related health disparities and address these disparities in a culturally relevant way.
- Collect and analyze tobacco use data and create presentations or other documents to share the impacts of tobacco use and actions for improving outcomes.
- Collaborate with schools, particularly middle and high schools, to implement evidenced-based or evidenced-informed prevention programs as well as strategies to improve school policies, practices, and environments to prevent and reduce tobacco use.
- Performs similar or related work as required, directed or as situation dictates.

This position is 40 hours per week, with a full benefits package. Pay is commensurate with experience, with a range of $33.10 - $36.53 per hour.
