Tribal Public Health Liaison - Full Time – 40 hours per week

Role: The Tribal Public Health Program Liaison will be a direct link for the tribal public health district in order to represent the Maine Tribes and CDC and provide leadership for all tribal communities in Maine.

QUALIFICATIONS
• Formal education with a current registered professional license or degree in a health related field, i.e., Nursing (RN) or Dietician or Master’s in Public Health.
• Six years professional experience in medical and/or health care administration to include three (3) years at the program management level.
• Professional knowledge of Public Health Promotion and Health Education to apply promotional techniques.
• Working knowledge of Indian Health Service Promotion and Education Standards.
• Knowledge of educational systems, Federal, State and local resources and coordination techniques to improve health promotion service.
• Ability to work a normal forty hour work week although some night and weekend work may be required for special events.
• Willingness to travel both in-State and out of State frequently and as necessary to fulfill job responsibilities.
• Demonstrate adult and youth education and training skills.
• Ability to maintain effective work relationships with the Tribal community, staff, outside agencies and the general public.
• Sensitivity and knowledge of Native American culture.
• Have good oral and written communication skills.

Program & Outreach Assistant - AmeriCorps Position

WinterKids is searching for an AmeriCorps Position - Program & Outreach Assistant.  Located in Portland, Maine, this 900 hour position will run from September 24, 2010 to April 7, 2011.

This individual will help strengthen volunteer programs, deliver active academics workshops to schools, and provide outreach to various communities in Greater Portland.  This position is an average of 35 hours per week for 26 weeks; Monday - Friday 9 am - 4 pm; occasional evenings & weekends in the winter for events.  Fast paced environment with various deadlines and multiple internal and external stakeholders.  Work is performed in an office setting using computer, copier, fax, and general office equipment AND in outside winter weather with appropriate clothing and in a physically active and enthusiastic manner (i.e., 1/2 hour education workshops with kids on snowwhoes; school-based in a field or playground).  All AmeriCorps positions have a living allowance of $5,900 evenly divided over the course of their term, health insurance coverage from the first day of service to the last day of the last month of their term, and a $2,675 education award (upon completion) to apply to previous federal student loans or continuing education costs at a Title IV Institution.  Applicable student loans can be put in forbearance and any interest accrued during the term will be paid by AmericCorps.  Members are covered under health insurane if working over 30 hours per week.  Members are covered under workers compensation.  Eligible members can also apply for child care reimbursement.  Mileage to AmeriCorps Sponsored Training events will be reimbursed to members.  The local host site will reimburse mileage expenses associated with project related travel at the rate which they reimburse their staff.  Members also receive significant professional and personal development training.

Community Health Promotion Specialist- Mayo Regional Hospital

Full-time, grant funded position in Dover-Foxcroft, Maine.

The general function and responsibility of this full-time professional position is to assist in reducing the risk of chronic diseases and improving the quality of life for people in the Piscataquis region through policy and environmental changes that encourage better nutrition, increased physical activity, tobacco and substance-free living.  Other responsibilities include program planning, implementation, evaluation, administration of mini-grants and community outreach. 

Responsibilities include supervision of community volunteers, program development and implementation, program assessment and planning, grants management, and outcomes measurement.  Requires a Bachelor's Degree in a public health related field or community outreach; Master's degree preferred.  Experience in assessment, planning, community-based program development, chronic disease prevention, health promotion and health policy development desired.  Grant writing experience preferred.  Must have excellent interpersonal skills and ability to communicate effectively including good group process, facilitation, negotiation, and presentation skills.

Health Program Manager - Comprehensive Cancer Control Program

The State of Maine/Department of Health and Human Services/Maine Center for Disease Control and Prevention/Chronic Disease Division is seeking a Health Program Manager for the Comprehensive Cancer Control Program.

As a Health Program Manager in the Comprehensive Cancer Control Program, you will utilize your strong leadership and organizational skills to facilitate the work of the Maine Cancer Consortium through state-level planning, implementation and evaluation of cancer control initiatives and programs delivered by Maine's health care systems, public health programs, and community-based initiatives.  You will serve as MeCDC's key liaison to external public health/cancer control stakeholders.  Responsibilities include the management of the federal Centers for Disease Control and Prevention's Comprehensive Cancer Control Program (CCCP) grant, and the Colorectal Cancer Control Program (CRCP) grant.  The position is lead staff to the Maine Cancer Consortium and serves as MeCDC's key liaison to external public health/cancer control stakeholders.

Minimum Qualifications:  Bachelor's Degree in Public Health or Health Sciences, Health Education, one of the Behavioral Sciences, Public Administration, Education, or related fields - AND - three (3) years experience in health program planning, development, implementation, and evaluation - OR - an equivalent seven (7) year combination of education, training, and experience.  A Masters Degree in Public Health or related field is desirable.

Training Program Manager- MYAN

The Maine Youth Action Network (MYAN) is seeking a highly motivated individual to make a difference as a full time Training Program Manager.

Although our office is based in Portland, MYAN is a statewide network of support for youth and adults who are partnering to effect positive change. We promote youth voice and youth engagement in local, state and national decision making. We provide statewide and local trainings and conferences on youth leadership, youth engagement, group development and advocacy. We connect our network members to the tools and support they need to fulfill their missions. We offer leadership programming and opportunities for youth with MYAN and promote youth leadership opportunities within other organizations. This position requires you to manage all aspects of MYAN’s Training Program ensuring MYAN provides relevant and high quality training and skill development. This includes research, curriculum development, training facilitation, youth and adult co-facilitator training and support, promotion, logistical coordination, recruitment, budgeting, fundraising and evaluation. The number of participants in MYAN trainings can vary widely and audiences primarily consist of middle and high school youth and/or adults. The Training Program Manager will also work as part of the MYAN team to plan and implement events, to facilitate youth leadership programming, to offer consulting support and program development assistance to our Network, to provide support and supervision for youth and adult volunteers and staff and to participate in MYAN planning and visioning.

We are looking for someone to join our team who will bring strong knowledge and skills in curriculum development, training, group facilitation, and project management. Our ideal candidate will also have a deep respect for and understanding of youth, interest in event-planning, a sense of humor, excellent organizational and communication skills and an understanding of theories and practices of positive youth development, youth-adult partnership, group development, and advocacy. She/he will be willing and able to work primarily in an office-based setting, but with regular statewide travel and occasional overnights for training and events. A Bachelor’s Degree in an education or a human services related field, the ability to work effectively in a team environment, a strong work ethic and enthusiasm are required.

The pay range is $15.68 - $21.56 per hour and benefits are available.

Primary Care Physician

Public Health Professionals- MCD

Medical Care Development is seeking applications from qualified individuals interested in full- and part-time Public Health Program Manager, Project Specialist, and Evaluation/Epidemiology positions for statewide and regional public health programs.  All positions are being recruited in anticipation of contracts and grants to be awarded.  Actual positions and jobs offered are not guaranteed, as they are dependent upon actual receipt of state and federal grants and contracts.

Program Managers are responsible for managing the day-to-day activities of a public health intervention program, supervise project staff, oversee contracts, and coordinate with other MCD programs, plus public and private agencies, CDC, and other states.  These positions require knowledge of public health program management principles, theories, and practices; program budgeting, grants administration, and program monitoring practices; chronic disease, substance abuse prevention, and public health program response; appropriate use of media and social marketing in a public health context.  Must also have the ability to plan, direct, and evaluate a public health program, to communicate effectively, and to establish and maintain effective working relationships with other health professionals.  A Bachelor's Degree is required, with significant experience in program and systems development; Master's Degree in public health preferred.  These positions will be based in Portland and Augusta.  Program Manager competencies among successful candidates are expected to be consistent with those identified by the Public Health Foundation Council on Linkages as Level II or higher.

Project Specialists are responsible for implementing public health program interventions and coordinating with other program partners and organizations.  These positions require knowledge of public health program principles, theories, and practices; understanding of how to organize and implement appropriate health communications, media, and social marketing initiatives; and superior personal, organizational and communication skills.  A Bachelor's Degree is required, with program and implementation experience a definite plus; Master's Degree or Certificate in public health preferred.  These positions will be based in Portland and Augusta.  Project Specialist competencies among successful candidates are expected to be consistent with those identified by the Public Health Foundation Council on Linkages as Level 1 or Level II depending on the project.

Evaluators/Epidemiologists are responsible for designing data collection and analysis systems, analyzing the data and producing reports for various audiences, as well as participating in the selection or development of tools for collecting and reporting on program implementation data.  Evaluators and Epidemiologists with MCD are not in an academic setting, but rather are focused on applied evaluation and epidemiology in the context of new and ongoing public health initiatives.  These positions are rarely exclusive to one content area and frequently entail working with two or more programs.  Both types of positions require training in epidemiology and statistics as well as public health theory.  A Master's degree is required with a Doctorate preferred.  Successful candidates will be able to document strong inter-personal and communication skills.

Health Promotion Coordinator/Tobacco Coordinator- Healthy Androscoggin

Central Maine Medical Center in Lewiston, Maine, is seeking a Health Promotion Coordinator/Tobacco Coordinator.  This is a full-time, 40 hrs/week, M-F 8-4:30, day shift position.

The general function and responsibility of this full-time professional position is to provide state-of-the-art expertise in tobacco prevention, tobacco-related health promotion and tobacco treatment to Healthy Androscoggin and in our local service area.  This individual will also oversee and implement the tobacco minimum common program requirements of the Healthy Maine Partnership grant and will serve as a resource for clinical practices, municipalities, and other organizations in the service area.  The Tobacco Coordinator will report to the Physical Activity, Nutrition and Tobacco (PANT) Manager.

Requirements:  Minimum of 5 years combination of education and work experience in prevention planning, public health and tobacco prevention/cessation required.  Bachelor's degree in public health or a related field preferred.  Tobacco Treatment Specialist training also preferred.  Excellent written and verbal communication skills, strong interpersonal skills, computer skills, ability to speak before groups, and ability to pay close attention to detail are needed.  Skills:  Basic computer knowledge.

Cross Cultural Patient Navigator- National Cancer Center

The National Cancer Center Community Cancer Centers Program (NCCCP) Cross-cultural Patient Navigator will guide underserved patients through the care continuum, establishing contact with recurrent and newly diagnosed cancer patients and/or family members or caregivers.  The Cross-cultural Patient Navigator will understand the unique needs of underserved cancer patients in the state of Maine, and the clinical pathways established by Maine Medical Center Cancer Institute, and will direct patients to appropriate health care services within the organization, at outside facilities, and within the community for timely diagnosis, treatment and survivorship.  The Cross-cultural Patient Navigator will actively identify and address barriers to care that might keep the patient from receiving timely and appropriate treatment for their cancer diagnosis, to include access to high quality cancer clinical trials.  The Cross-Cultural Navigator will connect underserved patients with resources, health care and support services in their communities and assist the patient and oncology physicians in the transition from active treatment to survivorship.  The Navigator will work closely with the MMC Oncology Program and state and community based service providers (i.e., Maine Dept. of Health and Human Services, Maine Cancer Consortium, City of Portland Public Health Division, Minority Health Program, ACS, Cancer Community Center, MeHealth LRC, International Health Clinic and others) to identify and address community needs for cancer screening services and education regarding cancer prevention and early detection as well as the full spectrum of cancer care.  The Navigator will be responsible for ongoing evaluation and quality improvement of the Navigator Program, with support from the Oncology program and provide supporting data for quality initiatives.  Included will be development, implementation and evaluation of cultural sensitivity training for staff of the NCCCP Clinical Trials Office.

Required Minimum Knowledge, Skills, and Abilities:

  • Current license to practice as a Registered Professional Nurse in the State of Maine.
  • Bachelor of Science Degree in Nursing; experience in Public Health preferred.
  • Experience working with oncology patients and families preferred.
  • Oncology Certification or defined process for achievement of certification is required.
  • Evidence of minimal ongoing education to maintain oncology certification.
  • Demonstrated competency in applying evidence based knowledge, theory, practices, principles, and processes of professional nursing.
  • Compassionate, articulate and patient.
  • Knowledgeable about the breadth and accessibility of community resources.
  • Experience working in medical settings and interacting collaboratively with medical teams.
  • Strong communication, interpersonal and organizational skills.
  • Ability to build and maintain solid interdepartmental relationships.
  • Strong problem solving and advocacy skills.
  • Experience in community outreach.
  • Ability to prioritize workload, handle multiple tasks and to work independently with limited supervision.
  • Computer proficiency.
  • Ability to identify potential crisis situations involving patients and/or families and to initiative appropriate action.
  • Plays central role in data collection, analysis and reporting.

This position is funded for a two year duration.  Grant funding may or may not continue at that time.

Community Health Promotion Specialist

The City of Portland, Health and Human Services, Public Health Division is seeking a qualified individual to conduct disease investigations by reviewing individual reports of sexually transmitted diseases, interviewing infected patients, and ensuring persons exposed to sexually transmitted diseases obtain medical evaluation and treatment.  Position will entail working within the context of a multi-disciplinary team to provide community outreach, individual case management, and health education.  Experience with STDs, HIV and viral hepatitis as well as good working knowledge of issues related to mental illness and chemical dependency desired.  Must have excellent communication skills, ability to implement and evaluate program objectives, and work independently in the field.  BA degree in public health, social service, health education or related field.  Must possess Maine Class C driver's license and have personal vehicle available for work use.

This is a 37.5 hours per week position.
