Project Manager - Cardiovascular Health Specialist

Medical Care Development, Inc., a not-for-profit health services organization in collaboration with the Maine CDC, is accepting applications for a public health project management position for the Maine CDC Cardiovascular Health Program.  This full-time, 40 hour per week position will be located in Augusta.  We are searching for an energetic, flexible, and detail-oriented candidate with a conscientious work style. 

The Project Manager will be responsible for promoting the use of policy and systems changes to prevent, identify, and treat cardiovascular risk factors and disease.  The position serves as a staff member of the Maine CDC Cardiovascular Health Program and MCD’s Public Health Division, with responsibility to 1) support partnerships and initiatives to improve public awareness and education about heart attack and stroke, 2) support the improvement of quality services and systems related to cardiovascular acute events, risk factors and cardiovascular disease in Maine, 3) support goals and spread of the National CDC’s Million Hearts Campaign in Maine including clinical prevention and improving care of the ABCS (Appropriate Aspirin Therapy, Blood Pressure & Cholesterol Control, Smoking Cessation and Sodium Reduction).  These responsibilities will be carried out by building relationships and developing partnerships with public health partners, health systems, healthcare providers, other Maine CDC programs, and community organizations. 

Successful applicants will be energetic, self-starters who are able to function comfortably in a team environment or independently and relate well to co-workers, health care providers and the public.  This position requires flexibility and the ability to manage time and multiple tasks with little supervision.  A Bachelor’s degree in health-related field is required.  Master’s level training in health care, public health, health education or a related field is preferred; however, equivalent related work experience may be considered.  Experience and familiarity working within health systems and clinical practice settings is a plus.  Exceptional writing and interpersonal communication skills and demonstrated cultural competence are essential.  Competencies among successful candidates are expected to be consistent with those identified by the Public Health Foundation Council on Linkages as Level II.

York District Community Transformation Grant (CTG) Coordinator

York District Community Transformation Grant (CTG) Coordinator

Job Status: Part-time consultant

Primary Location: York County

The York District CTG Coordinator is responsible for planning, implementation and administration of the CTG grant for the York District Public Health Council (YDPHC).  The Maine Department of Health and Human Services(DHHS)/Maine CDC has been awarded funding through the CTG from the US Centers for Disease Control and Prevention to focus on expanding efforts in tobacco-free living, active living and healthy eating, quality clinical and other preventive services, and healthy and safe physical environments.  Maine DHHS is partnering with the YDPHC to implement grant activities throughout York County.  The York District Public Health Council is a representative, district-wide body authorized by the Maine Center for Disease Control and Prevention (Maine CDC) to engage in collaborative planning and decision-making for essential public health services at the district level.  The YDPHC serves to mobilize working partnerships in order to combine efforts and resources within the district to produce results that no one community, organization, or sector could achieve effectively or efficiently alone.  In partnership with the YDPHC the University of New England serves as the fiscal agent for this grant.

DUTIES & RESPONSIBILITIES

  • Coordinate with state staff on grant deliverables and expectations, evaluation and reporting requirements
  • Under the direction of the YDPHC CTG Committee coordinate the implementation of the York District CTG workplan through partners of the YDPHC.  The workplan will focus on the following objectives:
    • Early care and education provider sites and K-12 schools not already engaged in existing initiatives aimed at increasing physical activity will meet national standards for time spent in physical activity or education during care/schools hours
    • Statewide best practices, standards and measures for nutrition policy will be adopted by larger nonacademic institutions (such as hospitals, larger worksites, local municipalities and governments), licensed child care/early care and education settings and school districts
  • Coordinate and support local entities in implementing or leveraging the state level policy work achieved through the grant in addition to or aligned with existing Healthy Maine Partnerships (HMP) workplans
  • Use educational and promotional materials to reach target populations with specific health information and programming.
  • Recruit additional community leaders, school representatives, youth and other citizens for the YDPHC as needed to fulfill the goals of the CTG workplan.
  • Initiate and coordinate media activities and events in concert with the Maine Centers for Disease Control media promotion related to CTG.
  • Participate in training as determined by the Maine Centers for Disease Control and YDPHC.
  • Manage the project’s fiscal and administrative operations in conjunction with the grants management division of UNE.
  • Comply with all reporting requirements from the Maine Centers for Disease Control as required by grant funding.
  • Participate in Maine Centers for Disease Control evaluation process. Ensure data is collected and maintained in a way that is usefulness to the project and it’s evaluation.

  • York District Public Health Council – CTG Committee

 Qualifications

  • Master Degree in Public Health, or 4 year degree in related field (i.e. RN, RD) with relevant work experience preferred. Bachelor’s degree with relevant work experience will also be considered
  • Minimum 3-5 years of experience dealing with physical activity and nutrition on a policy and environmental change level as well as project management experience
  • Independent, self directed and motivated worker with ability to mobilize partners across sectors to build consensus
  • Excellent communications, interpersonal and presentation skills, computer skills, and leadership qualities
  • Current and permanent legal rights to work in the U.S.
  • Preference to individuals with prior experience working in York County

Position is 20-30 hours/week, compensation will be based on experience and qualifications.

Position Description:  The Population Health Medical Director serves as the principal medical subject matter expert and resource in the Population Health Division of the Maine CDC.  This position provides leadership and medical direction for public health activities within the State that pertain to maternal and child health and chronic diseases and their prevention.  Assists program managers with program planning and implementation.  Provides guidance and consultation to ensure programming is evidence-based or best practices.  Provides technical assistance to epidemiologists in the Division and assists in developing reports on disease burden and epidemiology.  Represents the Division as the medical subject matter expert on internal and external workgroups and committees.

Requirements:  Graduation from an accredited Medical or Osteopathic School in the United States (Graduates of foreign medical schools must present evidence of having passed FLEX or National Board Examinations or of current Maine licensure) AND a Masters Degree in Public Health or at least two (2) years of full-time experience in specialty area.  Certificate of registration with the right to practice medicine and surgery in Maine as issued by the State Board of Registration of Medicine is required.  Preference will be given to candidates with experience in public health, preventive medicine, or quality improvement.

Fetal Alcohol Spectrum Disorder/Drug Affected Babies (FASD/DAB) State Coordinator

The Maine Association of Substance Abuse Programs is looking to hire the right candidate as an FASD/DAB State System Coordinator to be housed at the Maine Office of Substance Abuse in Augusta, Maine.  This is a four year position funded through the Maternal, Infant, Early Childhood, Home Visiting (MIECHV) Expansion Grant.

This position will be responsible for the development and implementation of a strategic plan for FASD/DAB Prevention, Intervention, and Treatment services as part of multiple efforts to support young children and their families affected by substance use and abuse.  The coordinator will research and expand upon work previously done in 2005 by OSA and will work with the MIECHV project and other statewide stakeholders in determining current needs for FASD/DAB services in Maine.

Specific job duties include but are not limited to, collaboration with MIECHV on the development of a FASD/DAB Task Force and strategic plan, facilitating collaborative meetings with key statewide stakeholders, completing an FASD/DAB needs assessment, and overseeing the implementation of the FASD/DAB strategic plan.  The coordinator will function as a member of the prevention and treatment teams and will attend regularly scheduled team meetings as able.

We are seeking candidates who are a motivated self-starter, able to work independently yet well with others, are knowledgeable of a systems approach to prevention and treatment, and understands cultural competence.

Education and Proficiency Requirements:

  • A minimm of a Bachelor's degree from an accredited institution, or equivalent combination of education and experience including 3 years of experience in substance abuse prevention, treatment, or social service field

Director, Department of Continuing Medical Education oversees the management of all aspects of the department.

Summary of Position: To develop and manage continuing health and medical education programs, and provide oversight for accreditation within the University as well as Joint Sponsorships with external partners.

Essential Functions and Performance Expectations: To lead the department strategically as one of a handful of providers in the country to hold the distinction of maintaining dual accreditation and to move the department to one that achieves Accreditation with Commendation from the ACCME. Strategically align the department as less of a cost center and create an income producing CME infrastructure.

- Plan, implement, administer, coordinate, monitor, and evaluate all UNE continuing health and medical education programs for physicians and other health professionals. Develop and modify programs and related operating policies and procedures in accordance with institutional objectives, regulatory mandates and participant needs.

- Coordinate key research, planning and evaluation tasks, involving analysis of current trends, establishing short- and long-term goals and priorities, program design and evaluation, development of marketing goals and strategies, publications planning, fiscal and projections, course and accreditation pricing structure, outcomes measurement, and others.

- Serve as project manager for grants and contracts awarded to the department, both local and international

- Coordinate/carry out a variety of marketing and public relations functions, such as: plan and implement promotional plans for individual courses, development of effective mailing lists, select/prepare course descriptions, brochures and general promotional literature; maintain CME web page and coordinate with the New England Osteopathic Leadership.

- Coordinate with UNECOM personnel, other University departments, alumni, medical associations and other community –based health and medical organizations to plan, coordinate and evaluate programs/services/activities, exchange information, investigate and resolve programs.

- Supervise department staff to ensure a streamlined, efficient operation.

The Department of Food Science and Human Nutrition is seeking applications for a tenure-track 9-month assistant professor position, 50% research, 50% teaching.  The Department has undergraduate concentrations in Human Nutrition and Dietetics, Food Science and Food Management, as well as MS and PhD programs and a dietetic internship program.  Doctorate in Nutrition or closely-related field is required; RD desirable.  Documented experience in Nutrition Science as related to prevention or treatment of nutrition-related disorders.  Research area focus in Nutritional Biochemistry/Nutrigenomics or Nutritional Epidemiology is desirable.  Postgraduate research experience with external funding is preferred.  Excellent teaching and communication skills are expected.  The faculty member will be expected to build a robust externally-funded research program and teach an undergraduate course in nutritional biochemistry, other undergraduate courses as needed, develop relevant graduate courses, advise undergraduate and graduate students, direct research, and serve on committees, panels and boards, as required.

Medical Care Development, Inc. (MCD), a not-for-profit health services organization, is seeking a public health professional to serve as a Project Manager to assist the Physical Activity-Nutrition-Healthy Weight (PAN-HW) Program of the Maine Center for Disease Control and Prevention.  The successful candidate will be energetic, flexible, and detail-oriented with a conscientious work style and project management skills. Work will be accomplished in a team environment though the candidate must also be able to work independently.

Minimum educational and experience requirements: Bachelor’s degree in the health sciences or health promotion field with a minimum of 4 years experience or a master’s degree and 3 years of experience; Masters of Public Health preferred.  Competencies among successful candidates are expected to be consistent with those identified by the Public Health Foundation Council on Linkages as Level II.  Knowledge and experience relating to nutrition, physical activity, obesity and/or chronic disease is important.  Applicants must have excellent writing and communication skills and the ability to present effectively in front of groups and at meetings.  Demonstrated proficiency in group process and facilitation, and shared decision making, team work is a plus.

MCD will provide implementation support to the program in two major areas:  1) assure that strategies from the Maine PAN Plan are being implemented with Maine’s low education/low income population, and 2) provide technical assistance to the Healthy Maine Partnership (HMP) Initiative through working with the Project Officer Team. MCD will assist in the development, implementation and coordination of PAN-HW resources to assure that Maine’s low education/low income population receives appropriate nutrition and physical activity education messages, and provides technical assistance to partner organizations that are working with this population.

Additionally, MCD will help expand the PAN-HW Program’s work through initiative’s that address the population served by MaineCare.  This will include providing technical assistance to and coordinating activities among Healthy Maine Partnerships, pediatric/primary care practices, HeadStarts and other childcare agencies and organizations dealing with children.  The intent will be to improve nutrition and physical activity messages, policies and environments related to these settings and to reduce youth obesity through interventions in both the physician practice and the community.  Locations for this work will emphasize HMP’s whose service areas have a higher proportion of low-income or Food Stamp eligible populations.

Substance Abuse Program Specialist

The Office of Substance Aubse/DHHS is seeking a Substance Abuse Program Specialist.

As a member of the data & research team, you will be responsible for responding to data requests from staff, community coalitions, schools, and other agencies.  You will provide assistance on data interpretation; participate in reassessment of the biannual school survey to meet needs of stakeholders; work with vendor on data preparation.  You will implement an annual client satisfaction survey, including cleaning, analyzing, preparing reports, and assisting agencies with interpretation.  Understanding of statistical techniques and how to translate data into easy to understand language is imperative.  This position will also participate in presenting at conferences and meetings.

Requirements:  An eight (8) year combination of education and/or experience in the development, implementation, and evaluation of substance abuse programs and services.  SPSS or SAS experience preferred.
