Regional Coordinator – Substance Use Prevention

This is a temporary full-time, grant funded position with minimum anticipated assignment date through September, 2021

Job Summary:
The Regional Coordinator, Substance Use Prevention serves as part of a statewide team to advance the performance of public health prevention services and expand productive partnerships among community, healthcare and public health stakeholders. This grant-funded position requires exceptional interpersonal communication, project management and collaborative leadership skills.

The Substance Use Prevention Regional Coordinator is responsible for facilitating implementation of a district-centered model of opioid and other substance use prevention outreach and services in five Public Health Districts: Aroostook, Downeast, Midcoast, Penquis, and Tribal. The Regional Coordinator will provide contract oversight, supervision and support within these districts in collaboration with the University of New England (UNE), the administrative center for the statewide substance use prevention services activities established by the Maine Center for Disease Control and Prevention (CDC).

S/he provides technical assistance, guidance and support to contracted implementation partners in each of the five Public Health Districts as they develop and implement data-driven, evidence-based and results-oriented services to prevent opioid use, alcohol use and binge drinking, marijuana use, and abuse of prescription drugs, primarily among youth and young adults.

The Substance Use Prevention Coordinator will be required to have (or obtain within the first six months of employment) Certified Prevention Specialist (PS-C) or Provisional Prevention Specialist (PPS) Certification through the Maine Prevention Certification Board. This position requires regular travel to Augusta and Portland, as well as occasional travel to program partners in Aroostook, Hancock, Knox, Lincoln, Piscataquis, Penobscot, Sagadahoc and Washington Counties.

Job Functions and Duties

General
•Coordinate and oversee local implementation activities to assure the successful delivery of evidence-based/evidence-informed substance use prevention services in five public health districts.
•Provide technical assistance, subject matter expertise and training as needed to Prevention Specialist staff and their agencies.
•Manage the data collection and reporting process among implementation partners and in coordination with the UNE Substance Use Prevention Program staff.
•Ensure that program deliverables and expectations as established by UNE and Maine CDC are clearly communicated, understood, and met.

Implementation Strategy
•Conduct outreach and site visits with implementation partners and other stakeholders on a regular basis.
•Collaborate with Maine Prevention Services Team to identify and develop peer learning opportunities and local partnerships to enhance delivery of services and assist with the dissemination and adoption of best practices.
•Provide supervision and technical assistance support to local program implementation coordinators.
•Strengthen communication and coordination among partners within and across Public Health Districts.
•Establish prevention linkages between healthcare, public health and community partners to enhance substance use prevention approaches.

Administrative/ Program Oversight
•Communicate and reinforce reporting timelines and accountability for local implementation organizations.
•Facilitate and ensure collection of required reporting data from implementation partners; review reports and data submissions.
•Participate in regular meetings and trainings with the project management team.
•Assist with report writing, material development, training planning and delivery, and other program communication and coordination efforts as needed.
•Participate in local and/or state substance use prevention workgroups as committees as determined by the project management team.

Education and Experience
•Bachelor’s degree in community health, public health, health administration, or related field required; master’s degree preferred.
•A minimum of three (3) years program delivery experience in public/community health, including demonstrated experience in program planning, implementation and/or evaluation, required.
•Certified Prevention Specialist (PS-C) or Provisional Prevention Specialist Certification (PPS) (or ability to obtain this certification) through the Maine Prevention Certification Board is required.
•Experience in alcohol, tobacco and other drugs prevention is desirable.

Knowledge, Skills, and Abilities
•Knowledge of public health, program planning and implementation, and advanced collaboration skills.
•Demonstrated skill in problem solving, written and oral communication, strategic planning and multi-disciplinary collaboration.
•Basic knowledge of the Substance Abuse and Mental Health Services (SAMHSA) Strategic Prevention Framework and The Community Guide to Preventive Services.
•Advanced knowledge and use of Microsoft Outlook, Microsoft Office Suite, file-sharing platforms (Dropbox) and web-based recording software for guided education such as Adobe Connect. This position requires regular advanced use of Microsoft Excel.
•Excellent writing, presentation, analytical, organizational, interpersonal and negotiating skills.
•Demonstrated experience building effective, strong relationships with community organizations and leaders as well as coordinating relationships between the community and internal employees.
•Demonstrated ability to effectively work with diverse stakeholders, staff and customers in a culturally competent manner.

Supervision Received (ability to act independently)
The Regional Coordinator is expected to function with a high degree of autonomy. This role reports directly to the EMHS Director of Community Health Partnerships, and receives guidance from the UNE Substance Use Prevention Services Program Coordinator and Program Manager.
